Position Overview

Primary Purpose of the Position

The Criminal Investigation Lieutenant handles all reported cases that require in-depth follow-up investigations and is on call 24 hours; 7 days/week. The Lieutenant works directly with other local police agencies in solving and prosecuting criminal cases within WSSU’s Police Department’s jurisdiction.

Primary Function of Organizational Unit

To provide law enforcement, crime prevention and investigation services to the Winston-Salem State University community.

High school diploma or equivalency and three years of law enforcement experience. Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment.

Supervise the day-to-day operations of the Patrol Squads. Evaluate Field Operations Squads. (Monthly, Interim and Yearly). Review monthly timesheets for Field Operations. Manages and curves overtime for officers. Coordinates, manages, and schedules staff for coverage and review daily reports and officers’ logs. Understand the standards to schedule staff to respond to crime trends. Identify educational needs of staff; ability to teach or instruct others.

Manage division community policing efforts. Monitor community issues. Investigate internal affairs and internal and external complaints. Identify, investigate, and recommend disciplinary corrective action for serious internal affairs investigations. Enter complaints into the AIM Data System instruction. Develop and maintains a plan to confirm accountability, condition and officer proficiency with squad and individual equipment. Have knowledge of steps in process to follow up case assignments. Conduct extensive investigations and provide guidance on investigative techniques. Have the ability to analyze and determine case priority level.

Serve as Lieutenant. Hold monthly supervisor meetings as needed. Ability to disseminate, interpret and explain policy and procedures. Respond promptly and appropriately to internal and external communications. Communicate with the patrol administrative staff. Assist with Competency Testing for Field Operations (yearly). Review E-mails and passes on to appropriate staff for handling. Assist with policy revisions and legal updates for the entire department. Research and prepare written analysis of comprehensive issues and prepare and conduct presentations.

Formulate and implements policy for the patrol section. Test operational policy once a year. Monitor performance of the division through police-pak stats. Performs squad inspections once a year; monitors work efforts and outputs to determine if goals are met or adjustments are needed.
