Position Overview

Primary Purpose of the Position

The Vice Chancellor for Finance and Administration serves as the institutions’ Chief Financial/Business Officer and is responsible for providing the overall leadership and strategic direction to the University’s budget, purchasing, grants and contracts, environmental health and safety, financial planning, accounting, business services and facilities services. The Vice Chancellor is a key member of the senior staff of the University, and as such, will be expected to assume a leadership role on issues and activities that cross organizational lines.

The Vice Chancellor is responsible for the administrative, facility and infrastructure systems of the University. The Vice Chancellor for Administration and Finance is responsible for the recommendation and implementation of policies and strategies to assure the financial strength and operating efficiencies of the University.

The Vice Chancellor develops and advances a customer service orientation and builds strong relationships with internal and external constituents. This position guides the development of the institutional budgets, operating and capital, the capital construction plan, and the University master plan.

The Vice Chancellor will provide direct supervision to Associate Vice Chancellors and Directors in the departments within Finance and Administration and, as required, will assume an organization-wide leadership role.

Preferred Years Experience, Skills, Training, Education

Minimum of ten years of progressively responsible experience in higher-level business and/or administrative experience in higher education. Bachelor’s degree required; Master’s degree in management or financial area preferred. Demonstrated skills in financial, capital, and budget planning and management. Strong collaborative skills, especially the ability to build positive and effective relationships across the campus and with diverse constituencies.Administrative management experience in a complex multi-unit organization. An understanding of the nature of state and university system budget environments

Describe the specific job duties related to this competency

Directs the management of comprehensive financial and capital plans. Sets high standards for assessing the quality of fiscal responsibility, business processes, customer service, internal controls, etc.
Develops goals and evaluates the performance of direct reports. Stimulates the development, implementation and assessment of long-range plans, including the continuous assessment of the University’s capital plan, campus safety, enhancement of campus services, advancement of diversity, the integration of technological tools, and improvements to management reporting. Ensures that business plans, crisis management plans, internal controls, policies and procedures are current. Ensures that state of the art facilities, equipment, and technology are procured for the University. Identifies new sources of revenue to support University goals and priorities. Advises the Chancellor and Provost on all matters relating to the administrative functions of the University.
Represents the university to appropriate external groups and individuals. Becomes involved in, and takes leadership responsibility for, other tasks as assigned by the Chancellor as needed.
